Hmm...I'm very intrigued by your dolls here (and now, despite never having *personally* played TF2, kinda want to make them myself after finishing my "Supernatural" *copyrighted CW and a slew of other, more rich than me, people* set) and saw mention of something involving Pyro here's suit.

Try using spandex, cut loosely, or vinyl. There are also metallic nylonxspandex blends. And all can be found at craft supply places like Hobby Lobby, JoAnne's, etc. Potentially, one could cut large balloons apart and glue them together to get REAL "rubber", but I wouldn't want to imagine the finagling required to complete such a suit.
